Approve Purchase for the Replacement Deep Well Motor for Well 17D to Layne Christensen Company Inc. in the amount of $164,115.00

BACKGROUND:
Well 17D failed unexpectedly and had to be taken out of service. Upon the removal of the well pump and motor it was discovered that the motor failed. Layne Christensen Company Inc., the local Flowserve (Byron Jackson) representative, was directed by the City’s staff to prepare the motor for shipping to the Flowserve repair facility in Taneytown, Maryland for further evaluation. The Public Service Committee reviewed this memo at the November 6, 2023 meeting and recommended for approval by full Council.
CONCLUSION:
Flowserve evaluated the Well 17D motor and concluded the motor was a type H mercury seal motor damaged beyond the cost of reasonable repair. It was recommended the motor be replaced by a factory rebuilt exchange motor. The cost of the factory rebuilt motor is $164,115.00 and the motor will carry a one-year warranty. For comparison, the cost of a new motor is $185,000.00.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(e) Purchases where an emergency immediately affects the public health, safety or welfare, if authorized by the City Manager or his designee;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Sufficient funds exist utilizing the Water & Sewer Fund / Water Supply Construction (Org 50180011, Object 557200, $164,115.00).

Based on the above, it is recommended that the Mayor and City Council approve purchase of the replacement motor, in the amount of $164,115.00, on behalf of Layne Christensen Company Inc.
