Resolution Authorizing the Execution of a Lease with the Fraternal Order of Police Labor Council

BACKGROUND:
From time immemorial, the property located at 30 N. Bluff Street was operating as a drive through banking facility. In the mid 1990’s, the bank closed, and the property was acquired by the City of Joliet. For a time thereafter, it was occupied by the Joliet Police Department Neighborhood Oriented Policing Team. In 1999, NOPT moved into the new police station, leaving the building vacant. It was then used as a storage facility for the Heritage Corridor. For the past several years, it has been used as an administrative office for the Joliet chapter of the Fraternal Order of Police Labor Council.
There has been no lease nor formal agreement which outlines the responsibilities of the FOPLC with regards to operation and care of the building, best practices dictate that there should be. Attached is a proposed lease agreement for the use of the facility. The Lease is for a term of five years with an option to extend the Lease for an additional five years. Rent shall be paid at the rate of one hundred dollars per month.
