BACKGROUND:
In 2015 the City began using the Granicus Meeting Efficiency Suite which includes, Recurring Captioning Services, Boards and Commissions, eComment, Legistar, Meeting Efficiency Suite, GovMeetings Live Cast, Live Cast Encoding Software and Open Platform Suite, to efficiently manage the City Council meetings as well as the varies committee meetings. Currently the City uses the Granicus Meeting Efficiency Suite to manage the full life cycle of our public meetings. The Granicus Meeting Efficiency Suite allows staff to enter agenda items electronically, City Council members to review agenda items on iPads, and the residents to watch the meetings live on the City website.
CONCLUSION:
The City of Joliet uses the Granicus Meeting Efficiency Suite as a strategic platform for managing the City’s Public meetings. Its availability to staff is essential to their productivity and necessary for running our Public meetings successfully.
Section 2-438 of the City of Joliet Code of Ordinance states that purchases over $25,000 may be awarded without written specifications under certain circumstances. Three (3) of these circumstances apply:
(b) Purchases for additions to and repairs and maintenance of equipment owned by the city which may be more efficiently added to, repaired or maintained by a certain person;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the mayor and city council; (g) Purchases of professional services.
Sufficient funds exist utilizing the IT Contractual Services Budget (Org 04001000, Object 524200, $66,527.37).

Based on the above it is recommended that the Mayor and City Council award a contract to Granicus for Meeting Efficiency Suite in the Amount of $66,527.37.
