Approve Purchase of EXO 8 Area Monitors for the Joliet Fire Department from Conway Shield in the Amount of $8,543.00

BACKGROUND:
The Joliet Fire Department requires EXO 8 Area Monitors, which allow the Department to monitor various hazardous materials and radiation detection at large events. The monitors will help the Department provide safety at large-scale public events or widespread incidents; therefore, the Joliet Fire Department will be purchasing four (4) EXO 8 Area Monitors. On December 16, 2024, the City Council approved the 2025 City budget, which included the EXO 8 Area Monitors.
The Public Safety Committee will review this matter.
CONCLUSION:
Conway Shield has given a quote for the EXO 8 Monitors in the amount of $35,543.00. Conway Shield is the sole authorized area distributor for these monitors.
MABAS 15 has agreed to pay $27,000.00 toward the purchase of four EXO 8 Monitors, so the total purchase price for the City of Joliet would be $8,543.00.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two of these circumstances apply:
(a) Purchases which may only be practicably made from a single source;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
Funds will be charged utilizing ESTB Grant Funds-ESTB Grant Fund (Org 22070020, Object 557500, $8,543.00).

Based on the above, it is recommended that the Mayor and City Council authorize the purchase of four (4) EXO Area Monitors for $8,543.00 on behalf of Conway Shield.
