Resolution Approving the Subrecipient Award Agreement between Will County and City of Joliet on Behalf of the Grand Prairie Water Commission for the Alternative Water Source Program

BACKGROUND:
Will County was awarded grant funds under the American Rescue Plan Act (ARPA) that are to be utilized for populations, industries, sectors, and specific agencies affected by the COVID-19 pandemic. These grant funds have been made available on a reimbursement basis for various infrastructure projects within the County. A grant application for development costs for the Alternative Water Source Program was submitted by the City of Joliet on behalf of the Grand Prairie Water Commission. The Public Service Committee reviewed this memo at the November 6, 2023 meeting and recommended for approval by full Council.
CONCLUSION:
Will County has notified the City that the grant application was selected and qualifies for $3,500,000.00 in grant funding. The next step to receive the grant award is for the City to approve the subrecipient award and resolution.

Based on the above, it is recommended that the Mayor and City Council approve the Subrecipient Award Agreement hereby attached, in the amount of $3,500,000.00, and authorize the Director of Public Utilities to sign the agreement on behalf of the City.
