BACKGROUND:
The City of Joliet acquired the Southeast Joliet Sanitary District (District) water and sanitary sewer systems on February 1, 2026. Will County is providing funding via multiple sources to fund improvements in the District's system. One of these funding sources is federal grant funds from the Congressionally Directed Spending (CDS) program.
The Minton Road Lift Station Replacement project was identified as a candidate for the use of CDS funds. It is a priority project for the system due to existing operational issues and pump outages that can result in basement sewer back-ups.
Design drawings and bidding documents for the Minton Road Lift Station Replacement Project were prepared and the invitation to bid was advertised in the Herald News on Thursday, June 5, 2026.
The Public Service Committee will review this matter.
CONCLUSION:
On Tuesday, July 7, 2026, at 10:00 a.m., four (4) sealed bids were received for the Minton Road Lift Station Replacement Project. The bid summary is as follows:

The low bid by Austin Tyler Construction Inc. is 26% below the engineer's estimate. Austin Tyler Construction Inc. has previously completed similar work for the City of Joliet.
Funds will be charged to the PU Grant / Reimbursable Projects Fund / SEJSD / Construction (Org 50180170, Object 557200, Project 25048, $590,075.00).
