Ordinance Maintaining a Municipal Grocery Retailer’s Occupation Tax and a Municipal Grocery Service Occupation Tax for the City of Joliet

BACKGROUND:
This ordinance will maintain the 1% municipal grocery tax in Joliet, which is scheduled for elimination by state legislation in January 2026. This tax generates approximately $3.7 million annually, which is utilized to fund essential city services such as police, fire, and public works.
This agenda item is to maintain the current grocery tax at a rate of 1% effective January 1, 2026. This is not a new tax and therefore does not increase the tax burden on residents.
This item will be reviewed at the August 19, 2025 Finance Committee.
CONCLUSION:
This ordinance will maintain the existing 1% municipal grocery tax beyond January 1, 2026. As this is not a new tax there is no new financial impact to citizens.
