Approval of Purchase of Replacement Pump for the Aux Sable Wastewater Treatment Plant Sludge Mixing Building to Gasvoda & Assoc, Inc. in the Amount of $60,275.00

BACKGROUND:
The Aux Sable Wastewater Treatment Plant utilizes two (60) sixty horsepower pumps to transfer and mix the biosolids in the sludge storage tanks. One of the pumps failed and had to be taken out of service. The pumps have been in service for 22 years.
The Public Service Committee will review this matter.
CONCLUSION:
The pump was removed and taken apart for evaluation. It was concluded that due to the age of the pump and the extent of the damage it would be more cost effective to replace the pump rather than repair it. Gasvoda & Assoc, Inc., the local Vaughn Pump representative, was contacted to provide a quote for a replacement pump. The cost of the new pump is $60,275.00 and will carry a one-year warranty.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Three (3) of these circumstances apply:
Purchases which may only be practicably made from a single source;
c) Purchases of equipment which, by reason of training of city personnel or an inventory of replacement parts maintained by the city, are compatible with the existing equipment owned by the city;
Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
Sufficient funds exist utilizing the Water & Sewer Improvement Fund / Aux Sable WWTP / Equipment (Org 50180804, Object 557500, $60,275.00).
