BACKGROUND:
The Department of Public Utilities conducts specialized construction and facility operation work on a daily basis. This work includes operation and maintenance of three wastewater treatment plants, 11 water treatment plants, 50 lift stations, a certified drinking water/wastewater laboratory, 670 miles of water main and 598 miles of sewer main. Each of these work components has specific safety requirements related to the proper use of equipment, chemicals, and materials. In 2019, a safety program was initiated which included on-site safety consulting services, preparation of a safety manual, development of personal protective equipment policies, formation of a safety committee, and employee training. Sheffield Safety & Loss Control LLC was selected using a qualifications-based selection process to implement the annual safety program. The Public Service Committee reviewed this memo at the November 6, 2023 meeting and recommended for approval by full Council.

CONCLUSION:
Sheffield Safety & Loss Control LLC has provided a proposal to provide safety consulting services for 2024. The City has been satisfied with the services provided by Sheffield Safety & Loss Control LLC and improved safety has been achieved through implementation of a PPE program and employee training.
