BACKGROUND:
The subject property consists of 1.2 acres (approximately 70 feet by 760 feet) and is located between Rock Run Crossings Drive and Gateway Boulevard within the southern third of the Rock Run Collection Planned Unit Development. The proposed roadway would be south of the Power Center portion of the development and function as a local street that would connect Rock Run Crossings Drive and Gateway Boulevard. The newly established right-of-way would be called Quartz Drive.

A former right-of-way that was platted as Quartz Drive as a part of the Rock Run Crossings Subdivision was platted but never constructed and was summarily vacated earlier this year to allow construction of the Dick’s House of Sport that will anchor the southern portion of the Power Center area of the development. The previous Quartz Drive was vacated with the understanding that a newly dedicated Quartz Drive would be located south of the Power Center. Whereas, the former Quartz Drive extended west all the way to the Interstate 55 frontage road, the newly proposed right-of-way would not extend west of Rock Run Crossings Drive, since a private drive is proposed to be built to connect Quartz Drive with the Dick’s House of Sport property west of Rock Run Crossings Drive.

LAND USE AND ECONOMIC DEVELOPMENT COMMITTEE:
The Land Use and Economic Development Committee discussed this item at its September 23, 2026, meeting. The Committee had no comments on the proposed dedication, and no members of the public provided comments.
