BACKGROUND:
The City of Joliet Department of Public Utilities maintains a citywide Automatic Meter Reading (AMR) system to read water consumption data from approximately 50,000 meters on a monthly basis. This system consists of three main components including water meters, SmartPoint radios, and radio-read / tower infrastructure. Sensus meters have been the City standard since 1987, and Core & Main LP is the sole authorized area distributor of Sensus equipment. In 2025, the City will be replacing both small and large meters as part of the non-revenue water reduction strategy.

The Public Service Committee will review this matter.

CONCLUSION:
To meet the City's needs for the 2025 water meter replacement projects, the following metering equipment is needed:


Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Three (3) of these circumstances apply:

(a) Purchases which may only be practicably made from a single source.

(c) Purchases of equipment which, by reason of training of City personnel or an inventory of replacement parts maintained by the City, are compatible with the existing equipment owned by the City.

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

This purchase will be charged to the Water & Sewer Improvement Fund / Meters / Equipment (Org 50180320, Object 557500, $2,266,158.00, Project Code 25014) and (Org 50180320, Object 557500, $48,840.00, Project Code 25013).
