Resolution Accepting Amendment No. 1 for the License Agreement from Metra for the Washington Street Water Main Improvement Project

BACKGROUND:
The Washington Street Water Main Improvement Project is part of the 2026 Water Main Replacement Program. To construct this project, a license agreement with the Commuter Rail Division of the Regional Transportation Authority d/b/a Metra is required for the rail crossing located just east of Henderson Avenue north of Washington Street. The City Council approved the original license agreement on December 16, 2025. A change in the construction method from jacking to open cut excavation requires an amendment to the original license agreement.
The Public Service Committee will review this matter.
CONCLUSION:
City Staff have applied for and secured Amendment No. 1 to the original license agreement with the Commuter Rail Division of the Regional Transportation Authority d/b/a Metra. The attached Amendment No. 1 to the original license agreement with Metra will provide open cut access for the Washington Street Water Main Improvement Project just east of Henderson Avenue. A one-time contract preparation fee of $500.00 is required for Amendment No. 1 to be paid to Metra.
Funds will be charged to the Water Main Replacement Fund (Org 53880000, Object 557200, $500.00).

Based on the above, it is recommended that the Mayor and City Council approve the attached Resolution accepting Amendment No. 1 to the original license agreement from Metra for the Washington Street Water Main Improvement Project.
