BACKGROUND:
The Des Plaines River Tunnel Water Main Improvements Project has been designed, bid, and awarded. The scope of this project consists of structural rehabilitation of the tunnel, replacement of the water mains within the tunnel, and replacement of a short section of water main in Bicentennial Park. Attached is an exhibit showing the location of this project.

The City’s water main replacement design engineering consultant, Baxter & Woodman, Inc., was requested to provide a proposal for construction engineering services.

The Public Service Committee will review this matter.

CONCLUSION:
Baxter & Woodman, Inc. has submitted a proposal to perform construction-related services for the tunnel project in the not-to-exceed amount of $102,280.00. This scope of work includes pre-construction meetings, project layout, progress meetings, schedule coordination with contractors, full-time field observation, quantity tracking, pay request review, GIS support, and project closeout. Plus Six Engineering will provide inspection and technical support for the in-tunnel portion of the work under a separate agreement.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;

(g) Purchases of professional services.
