Award of Contract for the 2024 Bituminous Surface Treatment - Contract A to AC Pavement Striping Co. in the amount of $140,501.95

BACKGROUND:
The 2024 City of Joliet Budget includes funding for city-wide paving projects. This contract addresses the 3 remaining gravel roadways on the southeast side of the City and provides for a tar and chip surface. Tar & chip treatment is used on gravel roads to bond aggregate material together in order to extend the life of the roadway, improve the driving surface, and assist with snow plowing operations. The Public Service Committee will review this matter.
CONCLUSION:
On August 2, 2024, at 10:30 A.M., two (2) sealed bids were received for the 2024 Bituminous Surface Treatment - Contract A. The bid summary is as follows:

Steffens 3D Construction $155,837.60
Engineer’s Estimate $ 99,516.00
The low bid by AC Pavement Striping Co. in the amount of $140,501.95, is 41.19% above the engineer’s estimate. The bid has been reviewed for conformance with the bid documents and is acceptable. Recent increases in asphalt prices and limited contractors qualified to complete this work have resulted in the low bid being significantly higher than the engineers estimate.
Sufficient funds exist utilizing Jackson Township Road & Bridge Property Taxes (Org 30090270, Object 557200, $140,501.95).

Based on the above, it is recommended that the Mayor and City Council award the 2024 Bituminous Surface Treatment - Contract A, in the amount of $140,501.95, on behalf of AC Pavement Striping Co.
