BACKGROUND:

The property owners, VM Land LLC and First Midwest Bank Trust # 4920, seek to amend the annexation agreement to allow aggregate mining by way of explosive assisted blasting as opposed to the current method which is by hydraulic rock crushing. The existing annexation agreement permits aggregate mining, rock crushing, and outdoor industrial processing.

 

This public hearing was on the agenda for the January 17, 2023; however, the City Council accepted a tabling request for this public hearing to be rescheduled to the April 18, 2023 City Council meeting so that the City could further evaluate the proposed blasting at this property.

 

CONCLUSION:

The City as well as the applicant have independently contracted consultants to evaluate blasting at this property. The evaluation is almost complete; however, the reports are not ready for the April 18, 2023 City Council Meeting. The City requests that the public hearing be tabled to the June 6, 2023 City Council meeting to provide more time to review the draft reports.

 

RECOMMENDATION:

The Administration recommends that the public hearing for a Resolution approving the 1st Amendment to the Annexation Agreement for 620 Sandall Place and 800 Richards Street be tabled to the June 6, 2023 meeting of the City Council.
