BACKGROUND:
On December 27, 2017, the City entered into an Intergovernmental Agreement with the Illinois Department of Corrections and the Illinois Department of Central Management Services regarding the use of the Joliet Correctional Center, which had been unused by the State of Illinois since 2002 and had fallen into a state of disrepair. The original IGA was for a period of five years and expired on December 31, 2022.
The original intergovernmental agreement granted the city the use and possession of the property. It is well known that, in the past five years, the City has partnered with the Joliet Area Historical Museum, as well as 13th Floor Productions in order to provide educational, cultural, and entertainment services at the facility. These efforts have been very successful.
Since the original IGA, there has been much turnover in the administration of IDOC and CMS, negotiating an extension has proven difficult and time consuming. The parties have agreed to execute a one year extension in order to facilitate the continued programming at the facility for the remainder of the year. During this time the parties are negotiating a longer term Agreement which we hope to complete before the end of the year.
This extension has been approved by the Prison Committee.
