BACKGROUND:
Sodium Hypochlorite Solution is used in the disinfection process for the City of Joliet Wet Weather Treatment Plant effluent prior to discharging to the Des Plaines River. An advertisement for bids for the 2024 Bulk Sodium Hypochlorite Solution purchase was published in the Labor Record on Thursday, September 28, 2023. The Public Service Committee reviewed this memo at the November 6, 2023 meeting and recommended for approval by full Council.
CONCLUSION:
Bids for the 2024 Bulk Sodium Hypochlorite Solution purchase were opened at 9:15 a.m. on Thursday, October 19, 2023. Two bids were received for the contract and read out loud. The bid summary is as follows:

The low bid by Hawkins Inc. is 92% above the engineer’s estimate. Upon review of the engineer’s estimate after the bid opening, it was discovered that the estimate was based on an incorrect quantity.
In addition to year 2024, the City requested bidders submit pricing for a one-year optional extension to be evaluated at the end of 2024.
Funds will be charged to the 2024 Water / Sewer Operating Fund / Eastside Wastewater Treatment Plant-Chemicals (Org 50080802, Object 536108, $260,550.00).

Based on the above, it is recommended that the Mayor and City Council authorize the award for the 2024 Bulk Sodium Hypochlorite Solution Purchase, in the amount of $0.995 per gallon of solution, not to exceed $260,550.00, on behalf of Hawkins Inc.
