Approval of Purchase One (1) Compact Electric Sweeper from Brown Equipment Company in the Amount of $342,523.00

BACKGROUND:
On December 17, 2024, the 2025 City budget was approved by City Council. The purchase of a sweeper for the Ottawa Street parking deck and downtown area was included in this budget. Several models were investigated for functionality, the ability to operate within the limited height of the parking deck, and environmental concerns of the expected operating conditions.
The Public Service Committee will review this matter.
CONCLUSION:
The MultiHog-CV350-EV Compact Electric Sweeper met all of the requirements without any required modifications. This unit is eligible for Sourcewell pricing and is available from Brown Equipment Company. Additionally, by choosing an electric unit, the City will receive a $100,000.00 reimbursable Energy Efficiency and Conservation Block Grant administered by the Department of Energy for this purchase, lowering the overall expense.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances.
One (1) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Funds will be charged to Fleet Services / Capital Improvements (Org 30010160, Object 557500, $342,523.00).

Based upon the above, it is recommended that the Mayor and City Council approve the purchase of One (1) Compact Electric Sweeper from Brown Equipment Company in the amount of $342,523.00.
