BACKGROUND:
The City of Joliet is applying for Surface Transportation Program - Local (STP-L) funds to improve Theodore Street between Green Trails Drive and Westhampton Drive. These improvements will be a continuation of the ongoing efforts to widen Theodore Street between Drauden Road and IL Route 59. Currently, the City is completing the Phase II Design Engineering services to widen Theodore Street between Drauden Road and River Road. The construction of that portion of the corridor improvements will be completed with two separate construction contracts in 2024 and 2026. This is due to using multiple funding sources that are available at different times.

The proposed improvements between Green Trails Drive and Westhampton Drive will include the widening of Theodore Street to add a center turn lane. As part of the STP grant application, a Resolution is required stating that the City of Joliet is capable, willing and able to fund the required local match (20% of the total Construction Costs) during the programmed year(s). If approved, it is expected that the grant funds will be available in FY 2028. Phase I Engineering services have been completed for this portion of road, and Phase II Engineering services will begin in 2024. To be more competitive in the grant application, the City of Joliet will be using only local funding to complete the Phase II and Phase III Engineering services, and all land acquisitions costs (estimated at $1,186,900).
