Approval of Change Order No. 2 for the North Downtown Water Main Improvements Project on behalf of D Construction for a Deduction in the Amount of ($2,175,831.71)

BACKGROUND:
On January 21, 2025, the Mayor and City Council awarded a Contract for the North Downtown Water Main Improvements Project, in the amount of $7,251,953.29, on behalf of D Construction, Inc., based on the Unit Prices provided in their bid. Subsequently, Change Order No. 1, a zero cost, time extension change order was approved.
The Public Service Committee will review this matter.
CONCLUSION:
This project has been completed, inspected, and accepted by the Department of Public Utilities. Change Order No. 2 is a final balancing change order with a net decrease in the amount of ($2,175,831.71) for the following work:
• Balancing of final quantities
• Deduction for unused quantities
• Sanitary manhole removal & replacement
• Unmarked water service line repair
• Water service replacement during Cass Street closure
• Meade fiber optic repair
• Additional concrete sidewalk restoration
• Transmission main repair
Funds will be deducted as follows for this project: Water Main Replacement Fund / Construction (Org 53880000, Object 557200, ($1,962,425.71)) and Lead Water Service Line Replacement Fund / Construction (Org 53880000, 557200, ($213,406.00)).

Based on the above, it is recommended that the Mayor and City Council approve Change Order No. 2, for a decreased amount of ($2,175,831.71), to the contract for the North Downtown Water Main Improvements Project on behalf of D Construction.
