Award of Contract for Replacement Parts for the Primary Tanks at the Eastside Wastewater Treatment Plant to Evoqua Water Technologies LLC in the Amount of $439,158.58

BACKGROUND:
The Eastside Wastewater Treatment Plant utilizes six (6) primary clarifiers that settle solids in the raw sewage. City staff performed routine inspections of the tanks and discovered that multiple gears, bearings, and drive chains were reaching the end of their useful life.
The Public Service Committee will review this matter.
CONCLUSION:
The authorized dealer, Evoqua Water Technologies LLC / Envirex Products, was contacted to prepare a quote for chain, gears, drive hubs, and bearings for five (5) primary tanks. Parts in one of the tanks were able to be refurbished. A quote was submitted, in the amount of $439,158.58, for the replacement parts. The parts are in stock, and replacement will be completed by City staff. The parts must be replaced to ensure proper operation of the primary tanks.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(a) Purchases which may only be practicably made from a single source;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Funds will be charged to the Water and Sewer Improvement Fund / Eastside WWTP (Org 50180802, Object 557200, $439,158.58).

Based on the above, it is recommended that the Mayor and City Council approve the Contract for the purchase of replacement parts for the primary tanks at the Eastside Wastewater Treatment Plant, in the amount of $439,158.58, on behalf of Evoqua Water Technologies LLC.
