Approval of Purchase of Two (2) Specialty Trucks for the Department of Public Works in the Amount of $272,143.00

BACKGROUND:
The 2026 City Budget includes funding for replacement vehicles for the Electric and Sign Divisions. Both trucks will feature man boom technology, ensuring safe operation at various heights.
The Public Service Committee will review this matter.
CONCLUSION:
Prices were publicly solicited and requests were sent to nine (9) vendors for replacement trucks in the Electric and Sign Divisions. Two (2) vendors provided quotes to supply the vehicles. Additional upfit of the vehicles will be completed in-house.
Results are shown below:
Duralift DVT-29TS: Sign Division
• $105,143.00 - Runnion Equipment
• $142,000.00 - Smyrna Commercial Vehicles
Duralift DTA-42 (Insulated): Electric Division
• $167,000.00 - Smyrna Commercial Vehicles
• $171,807.00 - Runnion Equipment
Sufficient funding exists in the Vehicle Replacement Fund (Org 30190000 (PW), Object 557500, $272,413.00) for these purchases.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. One (1) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

Based upon the above, it is recommended that the Mayor and City Council approve the purchase of one (1) Duralift DVT-29TS from Runnion Equipment in the amount of $105,143.00 and one (1) Duralift DTA-42 from Smyrna Commercial Vehicles in the amount of $167,000.00.
