BACKGROUND:
The Des Plaines River Tunnel Water Main Improvements Project has been designed, bid, and awarded. The scope of this project consists of structural rehabilitation of the tunnel, replacement of the water mains within the tunnel, and replacement of a short section of water main in Bicentennial Park. Attached is an exhibit showing the location of this project.

Plus Six Engineering, LLC, which specializes in large diameter transmission main and tunnel design and construction, was requested to provide a proposal for construction engineering services for the tunnel portion of the work. Plus Six Engineering has worked with the City on other tunneling projects.

The Public Service Committee will review this matter.

CONCLUSION:
Plus Six Engineering, LLC has submitted a proposal to perform construction related services for the tunnel portion of the project in the not-to-exceed amount of $59,724.00. This scope of work includes inspection and technical support for the in-tunnel portion of the work. All other construction services will be provided by the City’s water main consulting engineer, Baxter & Woodman, under a separate agreement.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;

(g) Purchases of professional services.
