BACKGROUND:
On February 19, 2019, the Joliet City Council approved Resolution No. 7362, an incentive agreement with Supermercados El G?ero, Inc. The agreement included a five-year at 50% property tax abatement for the redevelopment of the 55,500 square foot building at 118 E. Jackson Street, Joliet, IL 60432 (PIN 30-07-10-304-003-0000). On May 2, 2023, the City Council adopted Ordinance No. 18497, providing Amendment #1 to the property to reset the property tax abatement schedule from 2021-2025 to 2024-2028.

As part of the agreement, Supermercados El G?ero agreed to:

* Redevelop the building to be used for retail space, of which the 48,500 square feet would be occupied as a grocery store.
* Hire 75% local (Will County) labor at prevailing wage for construction from the beginning to the completion.

Staff worked with Supermercados El G?ero to confirm that the conditions above were met.

Per the Will County Clerk's Office request, City of Joliet staff have been working to provide an official document certifying that the improvements were made and, therefore, can proceed with applying the property tax abatement.

On Wednesday, March 18, 2026, the Land Use & Economic Development Committee recommended this item for City Council approval.

CONCLUSION:
Supermercados El G?ero provided the City of Joliet with the required documentation to prove the space was developed as outlined in the original agreement. Therefore, the Will County Clerk's Office should be directed to proceed with applying the City of Joliet's property tax abatement portion.
