Resolution Authorizing an Intergovernmental Agreement with Joliet Junior College for a Public Safety Institute Feasibility Study

BACKGROUND:
The City of Joliet and Joliet Junior College (JJC) are exploring the development of a joint Public Safety Institute (PSI) to support the training and educational needs of their respective communities. The proposed resolution authorizes the City Manager to enter into an intergovernmental agreement with JJC and to allocate funding for a feasibility study related to this initiative.
CONCLUSION:
The City of Joliet, as a home rule unit under the Illinois Constitution, and JJC, as a public community college organized under the Illinois Public Community College Act, are both authorized to enter into intergovernmental agreements pursuant to the Illinois Intergovernmental Cooperation Act. Through this agreement, the City and JJC will collaborate to examine feasibility, design, construction costs, and funding options for a potential Public Safety Institute. This joint effort is intended to enhance public safety, training, capacity, and educational opportunities within the region.
Under the terms of the agreement, each party will be responsible for costs associated with items that solely benefit their respective agency. Any costs related to joint items, those that benefit both the City and JJC, will be shared equally. The City Manager will be authorized to approve expenditures not to exceed $250,000 for the City’s share of the feasibility and planning phase.

Based on the above, it is recommended that the Mayor and City Council approve the Resolution Authorizing an Intergovernmental Agreement with Joliet Junior College for a Public Safety Institute Feasibility Study.
