Approval of Agreement for Professional Services with Hutchison Engineering Inc., for Phase III Structural Inspection Services for the Third Coast Parkway over IL Route 53 Bridge (SN 099-6481) in the Amount of $196,000.00

BACKGROUND:
As part of the Northpoint Development, the Third Coast Parkway over IL Route 53 Bridge will require Phase III (construction) structural inspections. Northpoint Development will have full-time inspectors on site during the construction of the proposed bridge. Hutchison Engineering Inc. has submitted an agreement to provide professional inspection services on behalf of the City for quality assurance of the construction.
The Public Service Committee will review this matter.
CONCLUSION:
Outside structural engineering consultant services are required to provide the necessary expertise to complete proper inspections of the proposed bridge. Hutchison Engineering Inc. has the expertise and staffing required to provide these Phase III structural services.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances applies:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
(g) Purchases of professional services.
Sufficient funds exist utilizing the Public Works Engineering and Construction Fund / Technical Services (Org 09027000, Object 523400, $196,000.00).

Based on the above, it is recommended that the Mayor and City Council approve an Agreement for Professional Services with Hutchison Engineering Inc. for Phase III Structural Inspection Services for the Third Coast Parkway over IL Route 53 Bridge (SN 099-6481) in the amount of $196,000.00.
