Resolution approving an Intergovernmental Police Service Assistance (“IPSA”) Agreement between the City of Joliet and the County of DuPage, on behalf of the DuPage County Sheriff’s Office

BACKGROUND:
This memorandum summarizes the IPSA Agreement between the City of Joliet and the County of DuPage. The DuPage County Sheriff’s Office has requested mutual aid support from public safety agencies throughout the region to assist with law enforcement operations during the September President’s Cup Golf Tournament at Medinah Country Club.
CONCLUSION:
Under the Intergovernmental Cooperation Act, both the City of Joliet and the DuPage County Sheriff’s Office qualify as a “public agency” and may enter into intergovernmental agreements with municipalities and other units of local government. Illinois law expressly authorizes municipalities to enter contracts for the performance of governmental services, activities, and undertakings with other public entities.
The attached Agreement outlines the mutual aid framework through which Joliet personnel and resources may be made available to the DuPage County Sheriff’s Office to support law enforcement operations during the President’s Cup. It provides clear direction on authority and command, confirming that Joliet officers deployed under the Agreement remain City employees but operate under the direction of the DuPage County Sheriff or designee for the duration of their assignment, and includes reimbursement provisions, insurance and indemnification terms, and withdrawal or termination procedures.

Based on the above, it is recommended the Mayor and City Council approve the Resolution authorizing the City of Joliet to enter into the Intergovernmental Police Service Assistance Agreement with the County of DuPage.
