Resolution Authorizing Approval of an Intergovernmental Agreement with the Forest Preserve District of Will County for the Farrell Road over Spring Creek Bridge Replacement Project

BACKGROUND:

The Farrell Road over Spring Creek Bridge Improvement Project will consist of complete removal & replacement of the existing bridge structure.  In order to complete construction and perform maintenance on the new bridge, it will be necessary to obtain easements for property owned by the Forest Preserve District of Will County (FPDWC).  These permanent easement areas are identified in the attached exhibit as Parcels No. 0001PE and 0003PE.

 

The FPDWC and the City have collaborated to prepare an Intergovernmental Agreement (IGA) which outlines the responsibilities of both parties, including compensation values for the grant of permanent easement rights and a vegetation impact fee.  The Intergovernmental Agreement has previously been approved and executed by the FPDWC.

 

In accordance with the IGA, the City will be responsible for providing the following compensation to the FPDWC:

 

 

The total value of the items noted above is $184,107.98.

 

The Public Service Committee will review this matter.

 

CONCLUSION:

This project is scheduled to be included in the November 6th, 2026 IDOT letting, with construction to follow in 2027.

 

Sufficient funds exist utilizing MFT / Infrastructure (Org 20090270, Object 557200, $184,107.98).

Based on the above, it is recommended that the Mayor and City Council adopt the attached Resolution and execute the attached Intergovernmental Agreement.
