BACKGROUND:
In 2020, the Roadways Division entered into a five-year contract with Frost Solutions, LLC, to provide twelve non-invasive, non-contact Road Weather Information System (RWIS) sensors at various locations throughout the City. These sensors detect air temperature, road temperature, humidity, dew point, and include a camera to provide real-time roadway condition awareness and relay it back to a website that is monitored 24 hours a day by Roadways personnel. This system has become an essential tool in the planning and execution of snow and ice removal over the last five years.

The Public Service Committee will review this matter.

CONCLUSION:
Frost Solutions, LLC has provided a proposal for a five-year extension of the existing professional services contract for the weather stations. Additionally, the Roadways Division has requested to add three (3) Snow Depth Sensors, to be located near the three Roadways facilities, as part of the contract extension.

The proposal includes all maintenance, necessary replacement, calibrations, and software upgrades for all stations throughout the term of the contract. The proposed contract, which includes a multiyear cost savings incentive, is for a five (5) year term. The annual cost for the agreement is $38,346.00 for a five (5) year total cost of $191,730.00.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
