Purchase of a Replacement Automatic Transfer Switch for the Black Road Lift Station to ASCO Power Services Inc in the amount of $68,859.50

BACKGROUND:
The Black Road Lift Station utilizes an ASCO automatic transfer switch to change between the two redundant ComEd power feeds during a power outage. The existing switch, which was installed in 2012, has failed and needs to be replaced. The manufacturer, ASCO Power Services Inc, was contacted to provide a quote for the replacement transfer switch.
The Public Service Committee will review this matter.
CONCLUSION:
ASCO submitted a price, in the amount of $68,859.50, for a replacement transfer switch. The switch must be replaced to allow for transfer between ComEd power feeds and minimize the chance of a total power outage at the lift station.
Section 2-438 of the City of Joliet Code of Ordinances states that “purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding” under certain circumstances. Two (2) of these circumstances apply:
(a) Purchases which may only be practicably made from a single source;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Sufficient funds exist utilizing the Water & Sewer Improvement Fund / Lift Stations (Org 50180831, Object 557200, $68,859.50).

Based on the above, it is recommended that the Mayor and City Council approve the purchase of a replacement automatic transfer switch for the Black Road Lift Station, in the amount of $68,859.50, on behalf of ASCO Power Services Inc.
