BACKGROUND:

In June and July of 2023, Fleet Services requested permission to replace thirteen (13) large dump trucks for the Departments of Public Works and Public Utilities from Rush Truck Centers Inc.  These items were included in the planned vehicle replacement program from the 2023 & 2024 budget years and were approved under Council Memos #263-23 & #359-23.  These chassis are finally being built and will be received two (2) model years later than the initial purchase date.  This delay was anticipated in the original requests.  Body upfit of the chassis are being completed under separate contract.  The body upfit company has met its promise to hold pricing flat during this timeline, so only the chassis have seen the price increase.

 

The Public Service Committee will review this matter.

 

CONCLUSION:

The price difference per chassis from 2023 to 2025 is $256,313.20 (approximately $10K per unit, per year).

 

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances.  One (1) of these circumstances applies:

 

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

 

Sufficient funds are available in the following: Water & Sewer Fund (Org 50180802, Object 557500, $77,161.08), Water & Sewer Fund (Org 50180812, Object 557500, $37,328.08) and Fleet Vehicle Replacement Fund (Org 3019000, Object 557500, $141,824.04).

Based upon the above it is recommended that the Mayor and City Council approve the cost adjustment for the purchase of thirteen (13) dump trucks from Rush Truck Centers Inc. for $256,313.20.
