BACKGROUND:
The 2026 City Budget includes funding for replacement vehicles for several divisions.
Competitive purchasing practices have resulted in replacement vehicles coming in under budget, which provides the opportunity to use available funding to move a proposed 2027 vehicle purchase into 2026 and realize a cost saving.
A replacement boom truck for the Electric Division was recently purchased. A second boom truck had been proposed as part of the 2027 budget. The supplier of the recently purchased truck has a like vehicle available and has agreed to provide this truck at the same price as the earlier purchase. Purchasing the second vehicle now will avoid year-over-year price increases and potential delivery delays.
The Public Service Committee will review this matter.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. One (1) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
Sufficient funds exist utilizing the Public Works Vehicle Replacement Fund (Org 30190000 Object 557500; $167,000.00). Additional upfitting will be completed in-house.

Based on the above, it is recommended that the Mayor and City Council approve the purchase of one (1) Duralift DTA-42 for the Department of Public Works, in the amount of $167,000.00, on behalf of Smyrna Commercial Vehicles.
