Approval of Purchase of Replacement Return Activated Sludge Pumps for the Aux Sable Wastewater Treatment Plant from Drydon Equipment Inc. in the Amount of $115,837.50

BACKGROUND:
The Aux Sable Wastewater Treatment Plant utilizes three Hayward Gordon Bare pumps to return activated sludge from final clarifiers 1-3. One of the pumps failed and had to be taken out of service. The pumps have been in service for 21 years. The failed pump was removed by City staff and disassembled for inspection. After inspecting the damage, it was determined that the case was worn out and it would be more cost effective to replace the pump than to repair the pump. City staff also inspected the remaining pumps and concluded while they still are operational, they have excessive wear and should also be replaced. The pumps must be replaced to provide capacity and redundancy for the station.
The Public Service Committee will review this matter.
CONCLUSION:
Drydon Equipment Inc. is the sole source dealer of Hayward pumps and was contacted to provide a quote for three new pumps. Drydon provided a quote in the amount of $115,837.50. The pumps will carry a one-year warranty. City staff will install the pumps.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Three (3) of these circumstances apply:
a) Purchases which may only be practicably made from a single source;
c) Purchases of equipment which, by reason of training of City personnel or an inventory of replacement parts maintained by the City, are compatible with the existing equipment owned by the City;
f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
