Approve Purchase of G7C Handheld Monitors for the Joliet Fire Department from Conway Shield in the Amount of $62,303.00

BACKGROUND:
The Joliet Fire Department requires G7C Handheld Monitors, which allow the Fire Department to measure for up to five (5) gases, including carbon monoxide, explosive ranges, and oxygen levels. The handheld monitors will ensure the safety of firefighters and residents. The monitors for purchase are updates to what the Fire Department currently has; therefore, the Joliet Fire Department will be purchasing the referenced G7C Handheld Monitors. On December 16, 2024, the City Council approved the 2025 City budget, which included the G7C Handheld Monitors.
The Public Safety Committee will review this matter.
CONCLUSION:
Conway Shield has given a quote for the G7C Handheld Monitors in the amount of $62,303.00. Conway Shield is the sole authorized area distributor for these monitors.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two of these circumstances apply:
(a) Purchases which may only be practicably made from a single source;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
Funds will be charged utilizing ESTB Grant Funds - ESTB Grant Fund (Org 22070020, Object 557500, $62,303.00).

Based on the above, it is recommended that the Mayor and City Council authorize the purchase of G7C Handheld Monitors in the amount of $62,303.00 on behalf of Conway Shield.
