BACKGROUND:
To expedite and ensure completion of the 2024 Roadway Reconstruction Projects on schedule, the Administration is proposing to establish a series of Special Service Areas. The Public Service Committee will review this Memo at the November 20, 2023 meeting.

CONCLUSION:
The attached information and Ordinances describe two (2) Special Service Areas necessary to implement the 2024 Roadway Reconstruction Projects.

The projects proposed are as follows:

SPECIAL SERVICE AREA NO. 1 - BRIDGE STREET (NICHOLSON STREET - CENTER STREET)
SPECIAL SERVICE AREA NO. 2 - ADELLA AVENUE (WASHINGTON STREET - SECOND AVENUE) / SECOND AVENUE (ADELLA AVENUE - COURT STREET)

The approval of the Ordinances will establish public hearings on TUESDAY, January 2 2024. In addition to the Special Service Areas, it will be necessary for MFT funds to make partial grants available to the owner-occupied properties. This will allow owner occupied properties to pay the same under the Special Service Area Project as would have been paid with the volunteer project. Grants will be in the amount necessary to yield a maximum special tax of $300.00 for an owner-occupied single-family residency. Duplexes and three (3) units will also be eligible for the $300.00 maximum tax provided the owner resides in one of the units. An owner-occupied single-family residency with two (2) street frontages will receive a grant yielding a maximum special tax of $300.00.

Based on the above, the Administration recommends that the Mayor and City Council approve the attached Ordinances proposing the establishment of the following Special Service Areas:
