Amendment to the Service Agreement with Flock for additional license plate readers in the Amount of $23,600.00

BACKGROUND:
In August of 2020, the Police Department began a beta license plate reader project with Flock. This project included 12 cameras located at main choke points within the city and training for a small number of Police Department staff. The results of this beta project were much better than anticipated. A dozen major cases were solved or assisted by data collected from Flock, these cases included homicides, armed robbery, and theft. During this time over 100 man-hours were saved by utilizing Flock data.
CONCLUSION:
After the outstanding performance of the beta project, the Police Department would like to expand the use of Flock. Currently, the City uses 27 fixed cameras and 2 mobile cameras but would like to expand to 35 fixed cameras. the mobile cameras will be moved as new “hot spots” are identified. throughout the city. Flock was chosen by the city not only for their flexibility but for their close partnership with Axon whom the city already uses for both hardware and software needs in the Police Department.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $23,600.00 may be awarded without written specifications or bidding under certain circumstances. One of these circumstances apply:
1. f) Purchases when authorized by a vote of two-thirds (2/3) of all members of the city council then holding office.
Sufficient funds exist utilizing the Approved Capital Project Budget (Org 30060020, Object 557500, $23.600.00).

Based on the above, it is recommended that the Mayor and City Council approve the amendment to the service agreement with Flock in the amount of $23,600.00 for 8 additional Flock cameras.
