Professional Services Agreement for the Phase III Engineering Services for the Joliet City Square - Ottawa Street Parking Deck Building Modifications, to TY Lin, in an amount not to exceed $104,088.00

BACKGROUND:
In conjunction with the Joliet City Square - Ottawa Street Parking Deck Building Modifications Project, Phase III Engineering Services must be established to oversee construction activities, support utility installation and coordinate construction with adjacent projects. The construction contract for this project was awarded to Staalsen Construction, at the February 17, 2026 City Council meeting.
The Public Service Committee will review this matter.
CONCLUSION:
The City of Joliet invited four (4) consultants to submit their qualifications to complete the Phase III engineering services and received one (1) submittal in response. TY Lin has submitted an acceptable proposal, including a Scope of Work and Cost Estimate of Consultant Services for Phase III engineering services.
The contract for these services will be awarded utilizing time and material rates, as submitted, for a total cost, not to exceed $104,088.00.
Section 2-438 of the City of Joliet Code of Ordinance states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
(g) Purchases of professional services.
Sufficient funds are available utilizing Public Works Capital Funds (Org 30090270, Object 557200, $104,088.00).
