BACKGROUND:

Property tax revenue accounts for 8.5% of General Fund revenues in the draft budget.   Unlike all other taxes where the City Council sets a rate, property taxes require that we set the amount each year. Over the past four years, the tax rate for the City’s portion of the property tax bill has decreased while the amount of revenue has increased.   The rate has decreased by 1 Since 202  We can increase the total received by charging new properties that are being added to the tax rolls this year.  For the 2026 levy (paid in 2027), we are proposing to continue this practice which will result in a total levy of $64,768,967.  Last year, the total levy was $61,698,534. 

 

We expected that 2026 will be the fifth consecutive year without a property tax rate increase.  These decreases amount to an 11.08% reduction, saving a $250,000 home $121.97 in property taxes since 2023.

CONCLUSION:

Illinois law requires that the City discuss the amount of levy 20 days prior to approval.  Therefore, no action is to be taken on this Ordinance until the November 2, 2026, Council Meeting.
