BACKGROUND:
The subject property was annexed into the City in 2004. On January 7, 2025, the City Council approved rezoning of the property to R-2 (Single-Family Residential) zoning. The preliminary plat for the entire subdivision buildout, consisting of 321 single-family and 76 townhouse dwelling units, was also approved at this time. The City Council approved the Recording Plat for the Phase 3 Subdivision on May 6, 2025. This subdivision was platted as one lot, with the intention of being resubdivided in the future to match the 78 single-family lots that were detailed on the Preliminary Plat. The applicant currently wishes to move forward with Final and Recording platting of the Phase 3 lot to build out the previously considered 78 single-family residential lots.

The overall number of lots (78) and lot geometry matches what was previously reviewed by the City when the Preliminary Plat for the overall subdivision was approved in 2025. Stormwater detention and site engineering were reviewed when the subject area was record platted last year. Lot sizes and setbacks confirm to R-2 (Single-Family Residential) zoning district regulations, with lots consisting of a minimum of 7,500 square feet and 30-foot front yard and 25-foot rear yard setbacks detailed on the plat. The subdivision involves the extension of three streets, Blue Sky Lane, Summit View Lane, and Scenic Trail, with the western edge of homes fronting Greywall Boulevard.
