Resolution Authorizing Execution of a Memorandum of Understanding (“MOU”) Between the City of Joliet Fire Department and the Elwood Fire Protection District

BACKGROUND:

The City of Joliet Fire Department’s mission is to protect and enhance the quality of life in the community through education, active intervention, innovative prevention, and professional response. The Elwood Fire Protection District (“EFPD”) provides emergency services to areas within the Village of Elwood and unincorporated Will County.

To further this goal, the JFD and EFPD desire to enter a Memorandum of Understanding (“MOU”) acknowledging their shared interest in collaborating on enhanced emergency response operations. The
MOU outlines automatic aid responsibilities, response expectations, communication procedures, and operational protocols between both agencies.

 

This item was reviewed at the Public Safety Committee Meeting held on July 7, 2026 and recommended to the full Council for approval.

 

CONCLUSION:

The purpose of this Memorandum of Understanding is to formalize the conditions by which the JFD and EFPD will provide automatic aid to one another. This includes shared fire and EMS response within designated areas, communication and command procedures, and the operational expectations of each agency.

The Administration recommends the Mayor and the City Council approve the attached Resolution that authorizes the Chief of the Fire Department to enter a MOU with Elwood Fire Protection District.
