Resolution Authorizing CDBG Funding and Subrecipient Agreement with Easterseals, NFP as a Program Year 2025 CDBG Activity in an Amount not to Exceed $120,000.00
end

BACKGROUND:
Easterseals (ES) has been recommended for Community Development Block Grant funds in the amount of $120,000.00 for their Pediatric Center Generator. This activity will be used for capital improvements to their location at 212 Barney Drive. Joliet, Illinois 60435, to assist an underperforming electrical system and limit the amount of service disruptions to health and medical services provided at their Pediatric Center.

ES proposes to utilize the funding of this grant to purchase and install a commercial generator. These improvements will allow their facility to continue uninterrupted by their frequent rolling power outages - providing quality care for uninsured / underinsured / otherwise ineligible residents regardless of their financial situation. Their services also include resource and educational programs, subsidized childcare, autism diagnostics, support groups, and more. Founded over 76 years ago, this will be ES's second year of administering City-funded CDBG activities.

This project supports CDBG identified Goals, and demonstrates consistency to the City of Joliet 2025-2029 Consolidated Plan.

The attached Resolution authorizes CDBG funding and authorizes the City Manager to execute the CDBG Agreement on behalf of the City of Joliet.

The Diversity and Community Relations Committee will review this item.

CONCLUSION:
This activity titled "Pediatric Center Generator" will sustain or improve access to services for an estimated 300 people/households within the City of Joliet.

Funds will be charged to the Community Development Block Grant Fund: Org 21020250, Object 523300, $120,000.00
