Award of Contract for the 2023 - 2024 Snow Removal for the Downtown City Center Area to Porch Doctors Inc. in the amount of $58,070.00

BACKGROUND:
The City of Joliet requires snow removal services for City owned parking lots in the downtown area, including the adjacent and associated sidewalks, the top of the Ottawa Street parking deck, and the sidewalks on the bridges over the Des Plaines River. On October 20, 2020, contracts for snow removal were awarded to Snow Systems for the Union Station Commuter Area and to George's Landscaping for the City Center Area. The contracts included an option to renew on an annual basis through 2024. The City was informed that George's Landscaping will no longer performing snow removal services beginning in the 2023-2024 season. The Public Service Committee reviewed this memo at the November 6, 2023 and recommended for approval by full Council.
CONCLUSION:
Porch Doctors Inc. has been the subcontractor to Snow Systems for the Union Station Commuter Area for the past three snow seasons and has performed exceptionally well for the City. Based on their performance and availability, staff is recommending awarding a contract to Porch Doctors Inc. for the snow removal of the Downtown City Center Area for 2023-24 season. Porch Doctors Inc. has agreed to honor the awarded price of George's Landscaping original bid for the 2023-24 Season of $3,432.00 per event for snow removal and salting and $2,075.00 per event for salting only.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specification under certain circumstances. One (1) of these circumstances applies:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council
