BACKGROUND:
The Joliet Fire Department receives numerous “Lift Assist” requests, primarily from assisted living and nursing home facilities. Lift assists is a service provided in appropriate circumstances. They are labor and time intensive and not intended to be a primary service offered by the Joliet Fire Department. These services must be balanced with the other fire and rescue services.
Illinois Municipal Code (65 ILCS 5/11-6-12) authorizes municipalities to impose fees for certain services to balance operational demands and protect taxpayers. The proposed ordinance affirms the City’s commitment to provide six (6) Lift Assists annually at no cost to assisted living and nursing home facilities, while establishing a fee schedule for additional requests.
The Public Safety Committee will review this matter.
CONCLUSION:
The ordinance amends Chapter 12, Section 13(g) of the City of Joliet Code of Ordinances to impost Lift Assist as follows:

Based on the above it is recommended that the Mayor and City Council approve the ordinance amending Chapter 12, Section 13(g) to impose Lift Assist fees in accordance with House Bill 2336.
