BACKGROUND:
The existing Fairmont water system consists of two shallow wells, a 750,000 elevated tank, and multiple miles of water main. In 2019 the City of Joliet assumed ownership and operation of the Fairmont water system. Since then, the City has been working to obtain approval from the IEPA to transition the Fairmont water system to the City's water source. In July 2023 the City finally received approval from IEPA to switch the Fairmont water system to Joliet's water source. This switch makes the existing wells and water tower no longer necessary for system operation. Since the elevated tank is in very poor condition and at a different hydraulic grade than the Joliet system, City staff concluded the best option is to demolish the tower. A set of specifications was prepared by the City's staff for the demolition of the water tower.
An advertisement for bids for the Fairmont Water Tower Demolition project was published in the Labor Record on Thursday, September 28, 2023. The Public Service Committee reviewed this memo at the November 6, 2023 meeting and recommended for approval by full Council.
CONCLUSION:
Bids for the Fairmont Water Tower Demolition project were opened at 10:30 a.m. on Thursday, October 26, 2023. Four (4) bids were received and read out loud. The bid summary is as follows:
