BACKGROUND:
On May 3rd, 2022, the City Council approved the police department entering into a sole-source agreement with Blue Line Professional Consultants, LLC. The 2026 agreement is recurring, and recommended by Illinois House Bill 3653, which provides mental health screening services to all law enforcement officers annually and meets the Illinois State Standards Board training mandate. Last year, in 2024, this service was expanded to include our civilian staff, such as 911 Communication Dispatchers, FOIA analysts, and front desk personnel who regularly experience the same stresses and conflicts our sworn personnel encounter. The service expansion received full support from this committee and full council approval on March 19th, 2024.

CONCLUSION:
Blue Line Professional Consultants LLC will provide mental health screening and services to all sworn and civilian police personnel. Blue Line Professional Consultants has qualified licensed personnel with the expertise and cultural competence necessary to work with law enforcement and civilian staff. Blue Line Professional Consultants currently provides the same services to other law enforcement agencies within Will and Grundy counties. Blue Line Professional Consultants has supplied a Vendor/Subcontractor agreement for the police department, which states it will charge $165.00 per department member. The police department has authorized staffing for two hundred eighty-six (286) officers and approximately fifty (50) 911 dispatchers, front desk personnel, and FOIA Analysts.

Section 2-438 of the City of Joliet Code of Ordinance states that purchases over $25,000 may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
