Approval of Amendment No. 2 to the Professional Services Agreement for Engineering Design Services for the Des Plaines River Tunnel Crossing Rehabilitation and Water Main Replacement Project to Jacobs Associates dba Delve Underground in the Amount of $83,000.00

BACKGROUND:
On June 4, 2024, the Mayor and City Council approved the award of contract for preliminary design engineering in the amount of $142,356.00 to Delve Underground for the Des Plaines River Tunnel Crossing Rehabilitation and Water Main Replacement Project. The scope of that project consisted of a structural assessment of the tunnel, surveying, soil borings, and preliminary engineering design. Subsequently, Amendment 1 was approved in the amount of $268,630.00 for detailed design engineering which included preparation of bidding documents and bidding the tunnel rehabilitation and watermain replacement project.
The Public Service Committee will review this matter.
CONCLUSION:
During detailed design engineering it was discovered that an Army Corps of Engineers permit was required and that the thrust blocking pipe restraint systems in the tunnel needed to be replaced. Additional design engineering scope was required to secure the Army Corps of Engineers permit and to complete the thrust blocking pipe restraint design work. Delve Underground has submitted Amendment No. 2, in the amount of $83,000.00, for these additional design engineering services required to complete the design.
Funds will be charged to the Water Main Replacement Fund / Professional Services (Org 53880000, Object 557200, $83,000.00).
