BACKGROUND:
In February 2019, FEMA published new Flood Insurance Rate Maps for Will County in which portions of Joliet along the east side of the Des Plaines River were added to the floodplain. This newly designated floodplain stretches from Ruby Street south through downtown Joliet and residential areas south of downtown to Hickory Creek.
The City previously entered into the Section 205 - Small Flood Risk Management Projects program with the U.S. Army Corps of Engineers to design and construct a flood control levee along the I&M Canal. This will allow the downtown and residential areas south of downtown to be removed from floodplain designation. A Feasibility Report for the project was completed by the US Army Corps of Engineers in December of 2023. As a part of the proposed mitigation improvements land acquisition is needed to install a levee and complete remediation to various sites.
In order to complete the improvements, a total of seven (7) parcels were identified for property acquisition. An agreement for property acquisition has been reached for parcel PIN 30-07-10-100-001 in the amount of $7,000.00. The entire property is being acquired to avoid potential issues with IEPA remediation and enrollment.

CONCLUSION:
It is necessary for the Mayor and City Council to adopt the attached Resolution authorizing the acquisition of property for the indicated purchase price.
Sufficient funds exist utilizing the Capital Improvement Fund / Engineering & Construction (Org 300902070, Object 557200, $7,000.00).
