BACKGROUND:

The City of Joliet provides lead and copper testing for its customers when requested.  In addition to the voluntary testing, the City is required to conduct testing before and after the replacement of a lead water service line.  The Public Service Committee will review this matter.

 

CONCLUSION:

In late 2020 the City of Joliet Public Utilities staff prepared a request for proposal for the 2021 drinking water lead and copper testing.  Five (5) proposals were received and Suburban Laboratory, Inc. was the low bidder at $10.00 per test.  Purchase Order 21000113 was issued in the amount of $9,000.00. Subsequently, Change Order No. 1 was issued in the amount of $10,000.00 based on an estimated number of additional tests.  Based on the number of lead water service lines that have been replaced to date, the voluntary testing conducted, and the required compliance this fall, Public Utilities Staff estimates an additional $20,000.00 for Change Order No. 2 is needed for testing in 2021.

 

Funds will be charged to the Water and Sewer Operating Fund / Plant Ops Admin / Professional Services (Org 50080310, Object 523300, $20,000.00).

Based on the above, it is recommended that the Mayor and City Council approve Change Order No. 2 to the 2021 Drinking Water Lead and Copper Testing, in the amount of $20,000.00, to Suburban Laboratory, Inc.
