BACKGROUND:
The City of Joliet has been approved to utilize Rebuild Illinois Bond Funds received from the State for the design and construction of Chicago Street from Jefferson Street to Webster Street. Items not eligible for Rebuild Illinois funding, including the decorative streetscape design elements, will be paid for with local development funds.
The primary objective of the Phase I Engineering Services is to develop a preliminary improvement plan that builds off the 2018 Chicago Street Corridor Plan and provides the desired level of traffic safety and operation, minimizes the impacts to adjacent properties, and fulfills all of the requirements for processing and funding of this project by the City of Joliet and Illinois Department of Transportation. The Public Service Committee will review this matter.
CONCLUSION:
The City of Joliet must follow the procedures in the Illinois Department of Transportation Bureau of Local Roads and Streets Manual for retaining a professional consultant to complete the engineering services. The City of Joliet invited five (5) consultants to submit their qualifications to complete the Phase I engineering services. Interviews were conducted with three (3) consultants and it was determined that Civiltech Engineering, Inc. was best qualified to complete the requested services. Civiltech Engineering, Inc. has submitted an acceptable proposal, including a Scope of Work and Cost Estimate of Consultant Services for the Phase I engineering.
The contract for services will be awarded utilizing time and material rates, as submitted, for a total cost, not to exceed $299,229.00.
Section 2-438 of the City of Joliet Code of ordinances states that purchases over $25,000 may be awarded without written specifications under certain circumstances. Two of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
(g) Purchases of professional services.
Sufficient funds exist utilizing Rebuild Illinois Bond Funds (Org 20090270, Object 557200, RBLD $250,252.00), Joliet City Center Special Service Area Funds (Org 23020240, Object, 523300 $24,488.50), and Tax Increment Financing Fund #2 - City Center Funds (Org 25020240, Object, 523300 $24,488.50).

Based on the above, it is recommended that the Mayor and City Council award the Professional Engineering Services Contract for the Phase I Engineering for the Chicago Street (W. Jefferson - E. Webster) Streetscape Reconstruction Project, in the amount of $299,229.00, on behalf of Civiltech Engineering. Inc.
