BACKGROUND:
On August 6, 2021, the Rock 3 well failed unexpectedly. The Rock 3 well, located in the eastern well field, provides water to the downtown low zone as well as the east high zone. Currently two other wells in the eastern well field are out of service due to planned maintenance and emergency failure. To ensure the City maintains adequate water production in the eastern pressure zones, Water Well Solutions Illinois LLC, the local Centrilift pump and motor manufacturer representative, was called on an emergency basis to remove the pumping equipment for evaluation. The Public Service Committee will review this matter.

CONCLUSION:
Water Well Solutions Illinois LLC removed the pumping equipment and determined the reason for failure was the motor and motor seal failed. They also determined that ten (10) sections of pipe needed to be cut and rethreaded for reinstallation. The cost for the needed repairs to return the well to service is $257,500.00. This includes a new motor, seal, pump, removal, reinstallation, as well as shipping the failed motor to Centrilift for a rebuild evaluation. If it is determined the motor can be rebuilt and made available as a spare, a separate contract would be brought to Council for approval of this work.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:

(e) Purchases where an emergency immediately affects the public health, safety, or welfare, if authorized by the City Manager or his designee;

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
